江西省中小河流治理激励机制简析

Brief analysis on incentive mechanism of promoting harnessing for small and medium-sized rivers in Jiangxi Province

针对江西省中小河流治理先期启动项目建设过程中出现的诸如不按要求如期开工、征地拆迁协调不力、市县投入资金不到位、工程进展缓慢等问题,介绍了所采取的解决办法,即,通过单项竞争选取积极性高的县市;采取资金的暂缓下达措施,推动项目如期开工;通过资金扣奖,推进工程建设进度;实行绩效评价,促进项目竣工验收。通过采取以上措施,各批次治理项目均按计划有序进行,取得了良好的整治效果。其工作经验可供相关地方和实施部门参考。

The problems existed in the construction of early started harnessing works of small and medium-sized rivers in Jiangxi Province such as unable start on schedule,poor coordination of land acquisition,insufficient local government investment and the slow progress of project construction are analyzed.Moreover,the solutions to the above problems are introduced,namely,selecting the motivated counties by competition;guaranteeing construction starting and progress by investment control,speeding up the progress by investment deduction and prize,promoting completion acceptance of construction by performance evaluation.Every batch of harnessing projects is carried out orderly.The working experience can be the reference for other provinces.
