基于可持续发展的农村资源配置问题与对策

Problems and Countermeasures of Resources Allocation in Rural Areas Based on Sustainable Development

随着城市经济的快速发展,农村资源配置出现许多与农村可持续发展不相协调的问题:传统农耕制和散居模式导致农村资源利用效率低下,农村土地配置不当致使农村资源管理紊乱,农村人才流失造成新农村智力资源的缺失,农村产业协调性不足导致资源回报率偏低,城乡分割造成农村优质资源的缺乏。因此,只有重新配置农村资源,集聚农村土地资源,健全农村土地流转体系,激励农村人才回流,促进农村产业之间的协调,构建城乡融合机制,才能实现农村可持续发展。

With the rapid growth of urban economy, resources allocation in rural areas faces some problems, be- ing out of line with sustainable development. The traditional farming and scattered-living models lead to the ineffi- cient use of the rural resources. The improper allocation of rural land can cause the disorder of the rural resources management. Brain drain makes the lack of intellectual resources. The poor coordination among rural industries leads to low return on resources. Urban-rural discrepancy results in the lack of well-performed resources in rual ar- eas. Therefore,only when rural resources are reconfigured, can we gather land resources, better the land transfer system, encourage the talent inner-flow, promote the coordination among rural industries and construct the amalga- mation mechanism between urban and rural areas, thus can we realize the sustainable development in the country- side.
