The exploitation of land in Japan after The 2nd World War has experienced five stages. In each period of time,an appropriate plan to exploiting land localiaed laws and regulations were made base on the conditions at that time and the national general economic developing policy. Thus,the renovation and exploitation of land,the distribution of industry and its bsaic structure were rational with each passind day. This has put Japaness economy forward in high speed.
