无论是进行高等教育改革,还是研究高等教育的相关课题,对于现代大学的地位和作用,以及大学这一社会基本组织形式的特质等问题,都必须有明确的答案。近年来,日本进行了一系列的高等教育改革,但并没有取得理想的效果,主要原因就是关于大学的地位、作用和特质等问题的认识模糊不清。时代已经发生了巨大的变化,大学的作用也在不断变化之中。在急剧变化的社会,作为公共教育机构的大学,应该承担其应有的使命,为全体人类的福祉发挥积极的作用。因此,大学的作用与组织经营等,都成了亟待探究的课题。

We must have a clear answer to the status and role of the modern university, as well as to the problem of the social characteristics of the basic form of organization of the University, whether the reform of higher education or related subjects for the study of higher education. In recent years, a series of higher education reforms had been carried out in Japan, but the desired results were not achieved. The main reason is the vague understanding of the issues of the status, roles and characteristics of the university. With the tremendous changes having taken place in this era, the role of the university is also in change. In a rapidly changing society, the university, as the public educational institution, should assume its proper mission, and play an active role for the well-being of all mankind. Therefore, it has become an urgent subject of inquiry for the role, organization and management of the university.
