基于AHP-NRCA模型的环渤海地区海洋功能评价

Marine Function Assessment in the Bohai Sea Ring Area Based on AHP-NRCA Model

根据系统结构决定系统功能的原理,从结构视角出发,利用环渤海地区17个沿海城市2007—2009年相关数据,对环渤海地区沿海城市海洋功能进行测度与评价,采用NRCA模型计算各城市海洋功能的比较优势指数。结果表明,评价结果同现有海洋功能区划结果基本吻合,但海洋生态环境功能更加突出,体现了可持续发展原则。为了获得海洋开发的最大收益,在环渤海区域海洋经济一体化进程中,各沿海城市要有计划地根据海洋功能的比较优势来进行优化资源配置与产业布局调整。

Based on the theory of system structure determining its function, from the perspective of structure, an indictor system made up 40 indictors was set up, and the related indictor datum in 2007-2009 were collected. This paper assessed the marine function of the 17 coastal cities in the Bohai Sea Ring Area by AHP model, and the comparative advantage index of marine function was calculated by the NRCA model. The results show that the marine functions presented in this paper, on the whole, fit the present marine function zoning, but the eco-environment function was emphasized in this paper which reflected the sustainable development principle. In order to obtain the maximum benefits of marine development in the course of integration of regional marine economy, the 17 cities should progressively adjust resources allocation and industry layouts from the point of the comparative advantages of marine function. This study also have some theoretical significance for enriching marine function zoning theory in China.
