我国制浆造纸工业用水和取水定额现状分析

The present situation of water consumption and water quota in papermaking industry in China

为了保障我国造纸工业的健康可持续发展,需要严格实行用水总量控制和定额管理等关键举措。从用水总量、用水增长速度、用水结构以及区域分布等几个方面,阐述了我国造纸工业的用水现状;结合近10 a来造纸行业的产业政策发展要求和相关技术标准的变化历程,对行业取水定额的发展历程和现状进行了分析;参照国外先进造纸工业的用水指标,对我国造纸工业取水定额进行了对比分析。结果表明,我国造纸工业用水量仍然保持较快的增长速度,行业整体用水效率偏低,节水管理仍需加强。

In order to ensure the healthy and sustainable development of papermaking industry in China,the implementation of total amount control and quota management of water consumption is the key method.The water consumption status of papermaking industry in China is comprehensively elaborated from different aspects such as total water consumption,water consumption increasing rate,water consumption structure and regional distribution of water resources.Combining with the development and process of policy requirements of papermaking industry and the related technical standards in the last decade,we analyze the current situation and development processing of water consumption quota.Comparing with the advanced water consumption standard in papermaking industry of other countries,the amount of water consumption in papermaking industry in China is still growing rapidly,the whole water utilization level in papermaking industry in China is low,and the water saving management should be strengthened.
