长江流域生态敏感区信息共享平台建设探讨

Discussion on establishment of information sharing platform of ecological sensitive area in Yangtze River Basin

长江流域分布有大量的生态敏感区,对维持流域生物多样性和保障流域生态安全具有重要战略意义。但由于缺乏流域生态敏感区信息共享平台,在流域开发规划上,难以表达生态敏感区保护信息。在分析流域生态敏感区信息共享现状及存在主要问题的基础上,辨析了生态敏感区信息共享不完善对流域规划决策的制约影响,构思了信息共享平台建设的指导思想、设计原则及总体框架结构。该平台建设有利于推进流域信息化建设进程,提高流域的规划、管理、决策、科技创新水平及工作效率。

In the Yangtze River Basin,there are many ecological sensitive regions with important strategy significance for maintaining bio-diversity and protecting the ecological safety of the basin.But there is no information sharing platform of ecological sensitive regions,and it is difficult to effectively protect the ecological sensitive regions when developing the basin.On the basis of analysis on the information sharing level and the main existed problems of ecological sensitive regions,the restriction factors of information sharing of ecological regions on the basin planning and decision-making are identified,and the guiding ideology and principle of design and the general frame structure are researched.The construction of information sharing platform of ecological sensitive regions is favorable to promoting the construction progress of informatization of the basin and improving the innovative level and working efficiency of planning,management and decision making of the basin.
