The Integration and Cohesion of Three Different Insurance Systems Under Basic Medical Insurance System

概述我国医疗保险的基本情况,指出目前我国医疗保险体系存在的主要问题,包括机构设置不科学、制度之间不衔接、医保资源部门分割等,在此基础上提出了制度整合与衔接的基本思路,如整合城乡医保管理资源、实行统一医疗服务标准和建立统一信息系统平台等,最后提出了政策建议,包括统一管理,整合资源;打破户籍限制,以缴费差异替代身份界限;加快网络建设、提高管理效率等。

This article summarized the basic situation of medical insurance in China and pointed out the problems in this medical insurance system currently,including the unscientific institution setting,detachment of system and segmentation of healthcare resource.The main ideas about integration and cohesion of three different insurance systems were put forward,including integration of urban and rural medical insurance management resources,unification of medical service standards,establishment a uniform information system platform.In the end of this paper,some policy suggestions were put forward,including unified management,and enhancement the integration of resources,to break the barrier of census register,to replace identity boundaries with pay cost,to speed up the network construction and to improve the efficiency of management.
