摘要
文章在深入剖析背景依存DEA方法管理意义的基础上,将其应用于一地方高校的校内院系绩效评价。研究结果得出:(1)该校的18个系依绩效水平被聚类为具有4个层级的基准结构;(2)绩效差的系,可以采用逐步提高的方式,实现更现实的分步绩效提升战略;(3)对处于同一层级(水平)的系,既可用基于某一层级(背景)的系的吸引度,也可用基于某一层级(背景)的系的欠缺度来进一步对它们进行排序。所有这些,符合目前在大学中广泛推行的目标管理的思想,可为学校、院系的领导层提供决策帮助。
Based on deep analysis of managerial meaning of context dependent data envelopment analysis, this approach was applied to a university evaluation. The research result include : ( 1 ) The all 18 departments of the university are clustered to be a benchmark construction possessing 4 levels depending on their efficiency performance ; (2) The departments of poor performance can realize step improvement strategy that is more practical than traditional DEA approach by stepwise; (3) Both the attractiveness and progress of departments can be further used to rank these departments in same level. All these practices are correspondent to the ideal of management by objectives, they can help decision makers of college and university.
