地方新建本科院校处于"跳跃发展"、"文化承启"、"定位探索"等特定时期,必须牢固树立文化建设与办学协同发展的思想观念,确立"文化立校是灵魂、质量兴校是根本、特色发展是关键、人才强校是保障"的办学理念,以达到师生员工思想统一,步调一致,推进院校又好又快发展.

The newly-established colleges faces such tasks as how to realize the leap-forward development and the cul- tural inheritance and set a rational goal of development. Therefore, we should adhere to the idea of collaborative develop- ment between the cultural construction and the school. We should also establish the concept of school development which is based on college＇s culural construction, the quality of teaching, the development with our own characteristcis and bring- ing into more talented personnel. This could unite the teachers and students ＇ thoughts and acts and realize the fast and sound development of the college.
