摘要
通过构建量化评价指标体系从宏观层面和中观层面分别对企业劳动关系所处的外部环境进行量化评价和比较分析,评价结果表明:第一,从全国范围来看,企业劳动关系面临的宏观环境前三名依次为:上海、北京、广州,北京总体上宏观环境不如上海,差距主要存在于经济发展水平、收入水平、消费水平以及政策支持环境四个方面。第二,从区域环境来看,各区域企业劳动关系宏观环境存在差异,各区域排名依次为:东部、东北部、西部、中部。第三,从中观的行业环境来看,北京企业的行业环境不容乐观,行业之间存在较大差异。第四,从中观的产业环境来看,第三产业的整体环境优于第二产业,这是由第三产业在当前以及未来北京产业结构中具有重要地位所决定的。
This paper evaluates and analyzes the external environment of labor relations for small and medium - sized enterprises through constructing quantitative evaluation index system from the macro and the medium level respectively. The evaluation show that: firstly ,from the whole country scale, the top three cities facing the macro environment labor relations are as follows: Shanghai, Beijing, and Guangzhou. The macro environment of labor relations of Beijing is inferior to Shanghai in general, the gap exists mainly as follows: the level of economic development, income level, consumption level and the policy support environment. Secondly, there are differences between the macro environment of labor relations and the regional environment. Thirdly, from the point of industry environment,there is a big difference among industries. The industrial environment for small and medium - sized enterprises in Beijing is not optimistic.. Fourthly, from the environment of the third industry is better than that of the view point of medium industry environment, the whole second industry. This is determined by the important position of the third industry in the current and future Beijing industrial structure
