俄罗斯大陆架海域油气资源勘探开发现状

Current State of Oil-Gas Exploration and Development in Russian Continental Shelf Waters

俄罗斯大陆架海域蕴藏着丰富且可长期利用的油气资源,其中喀拉海及其海湾油气资源量占俄罗斯大陆架油气资源总量的43.12%,巴伦支海及伯朝拉海油气资源占29.48%,鄂霍次克海油气资源占8.85%,里海油气资源占3.50%;巴伦支海、喀拉海富集天然气资源,伯朝拉海富集石油资源。依据地质、地理及地面油气设施状况分析,俄罗斯几乎所有大陆架都各不相同。由于俄罗斯缺少对大陆架油气资源开发的经验,该区域油气勘探整体工作进展缓慢。因此,俄罗斯亟须修订相应的法规机制,如享受税收、海关特殊性政策等,以吸引投资合作,提高大陆架油气勘探开发项目的盈利能力。
