摘要
我国公立医院改革基本价值的偏失主要体现在公益性和积极性的偏重和失衡。所以,公益性与积极性的均衡是当前我国公立医院改革的必然选择。本文从《关于公立医院改革试点的指导意见》的"一个指导思想"、"两个基本原则"、"四个总体目标"、"六个主要任务"看实现公益性与积极性均衡的本质、路径、归属和体制,力图探究公益性和积极性均衡的主要思路和战略架构,并给予客观合理的评价。
The loss of basic value in public hospital reform attributed to the failure to balance the public benefit and incentives. It is the inevitable choice to balance the public benefit and incentives. We attempted to explore the strategic framework to balance the public benefit and incentive by studying on the public hospital reform documents.
