城市政府的内部监控是指组成城市政府的各个部门为了有效履行公共管理职责,杜绝营私舞弊、滥用职权、管理不当等行为的滋生和蔓延,而在其内部建立的监控流程、机制与制度等的总称。自20世纪30年代"罗斯福新政"起,美国城市政府开始了内部监控制度建设的历程,其内部监控的有效展开主要是借助于一系列方法来实现的,这些方法构成了美国城市政府内部监控的方法体系。立足当代中国城市政府内部监控的现实状况,批判地吸收美国城市政府内部监控中所采用的各种方法,具有重要的现实意义。

Internal control of urban government refers to a body of monitoring process, mechanism and system established within the government with the joint efforts of all its departments to effectively perform public management responsibilities, and put an end to jobbery, abuse of power and improper management. Since the New Deal launched by Franklin Roosevelt in the 1930s, the urban goverment of US has started the construction of the internal urban control system. Methods adopted to establish this internal control constitute the legislative system of the internal supervision of the American cities. In terms of the realistic situation of the internal control of the city government in the contemporary China, it is practically significant to critically absorb the American methods of internal urban control.
