台湾卫生行政管理部门对医疗服务的宏观调控分析

台湾医疗服务体系具有多元化、多样性的特点,卫生行政管理体制是高度统一的"大卫生"体制,医药卫生服务提供及服务筹资均由卫生行政管理部门负责。台湾卫生行政部门利用政策杠杆和经济杠杆对医疗卫生事业进行了多方面的宏观调控,促进了医疗服务的全行业管理,有效地控制了医疗费用,减轻了患者的经济负担,提高了居民满意度;促进了医院内部的精细化管理,提高了医疗机构的服务效率;但同时也对医疗服务结构质量产生了负面影响。这些为正在进行的医疗卫生体制改革中体制机制的改革、医疗卫生服务的政府调控方向、政策制定等工作提供了值得借鉴的经验和教训。
