青岛市促进科技成果转化的政策支持研究

Study on Policy Support about Promotion of Research Findings' Commercialization in Qingdao

科技资源供求之间的不平衡性、概念成果向产品成果转化过程中资金投入的不衔接性、科技中介服务的不适应性以及产学研合作关系的不稳定性是阻碍青岛市科技成果转化的主要因素。而政府却未能有意识地对本地科技资源的供求状况进行调节,企业无法集聚较多的科技成果转化资金,科技中介服务机构对于科技成果转化的作用甚微,政府也缺乏对产学研合作的政策激励。因此,强化产学研合作,提高外地科技成果在青转化政策的吸引力,以及拓宽资金支持渠道应当成为青岛市的必然选择。

The imbalance between supply and demand of scientific and technological resources, lacking cohesion of capital input during the process from concept research findings to product, inadaptability of seientific and technological intermediate services and the instability of cooperative relationship between industry, academic and university are main adverse factors that block the commercialization of research findings in Qingdao. However, Qingdao municipal government hasnt taken the initiative to regulate the current supply and demand state of scientific and technological resources around and businesses are unable to accumulate enough capital for commercialization. Besides, scientific and technological intermediaries can not play effective functions while Qingdao municipal government does not make proper encouragement policies. Hence intensifying cooperation between industry, academic and university, attracting nonlocal research findings to commercialization in Qingdao, and broadening the capital support channels must become the necessary choices.
