摘要
我国公务员绩效考核制度与西方国家相比存在较大差距,主要原因为缺乏相应的工作分析环节。工作分析作为人力资源管理活动的基础和前提,在美国公务员绩效考核中广泛应用,发挥了重要作用。我国在公务员绩效考核方面需要学习国外的先进技术,因此,完善我国的公务员绩效考核制度,必须建立基于工作分析的公务员绩效考核指标体系。只有将工作分析作为考核的依据,充分运用分类分级思想作指导,根据公务员具体工作实际设计考核指标,才能完善我国的公务员绩效考核体系,提高考核效率。
Compared with western countries,China's civil service performance appraisal system has defects in many aspects,of which the most important reason is the lack of job analysis.As the basis and premise of the human resource management,job analysis has been applied in America's civil service performance appraisal and has played a considerable role.China must learn advanced methods from America and establish a performance appraisal index system that is based of the job analysis.It is necessary to regard the job analysis as the premise of the appraisal,use the classification method,and design the appraisal index according to actual job.So,the application of job analysis can do well in improving the efficiency of performance appraisal.
