绩效考核在高校医院管理中的应用研究

摘要 本文详细介绍了中国人民大学医院绩效考核的总体思路、实施方案、效果及问题。高校医院的绩效除了要完成各项工作的数量和质量以外,还要提高政府、学校师生和居民的满意度。中国人民大学医院为了提升服务能力,以及在服务人群心目中的地位,结合《北京市社区卫生服务岗位绩效考核指导标准》及医院自身实际情况,制定并实施了绩效考核方案。在医院领导集体明确目标、广泛动员基层员工、明确考核原则后,实施了绩效考核。医院采用了院科两级考核的方式,主要考核工作数量、质量及患者满意度等,该方案对医院各方面的工作都起到了很大的促进作用。但是,考核过程中也存在考核工作难以细化等问题,需要上级部门在人力和财力上给予大力支持。 This paper introduces general thought,implementation scheme,effect and problem of performance appraisal in Hospital of Renmin University of China in detail.Except for meeting quantity and quality demands of various works,the performance of college hospitals is to improve the satisfaction degree of the government,teachers and students in the colleges as well as the residents.Hospital of Renmin University of China formulated and implemented the performance appraisal scheme in accordance with the Governing Standard of Performance Appraisal for Community Health Services in Beijing and the practical situations in the hospital in order to increase service capacity and promote its position in the service group.Leading group in this hospital implemented the performance appraisal after defining goals,extensively mobilizing ordinary staff and specifying examination principles.The hospital adopts the two-level examination of hospital and department,which mainly examines the quantity and quality of works and the satisfaction degree of patients.This scheme has greatly promoted all aspects of this hospital's works.But the problem is that it is difficult to elaborate the examination work during the process,so the higher authority should offer great support in terms of labor and finances.
