信息财政:土地财政的替代路径

Information Finance: Approach to Replacing Land Finance

针对目前土地财政面临的空前困境,本文提出信息财政的概念——以信息技术为依托,大力发展以信息产业为代表的现代服务业,努力培育新的经济增长点及新的财源。信息财政的基本构想是:改造升级传统产业,巩固基础财源;发展提升服务业,挖掘潜力财源;培育战略性新兴产业,开拓新兴财源。目前,信息财政的具体路径可以归结为两条:一是着力发展以信息技术为驱动力的现代服务业;二是利用现代服务业营业税改征增值税试点的机遇,扩大地方财政的收入比例。

Now the land finance faces many difficulties,so this paper puts forward the information finance,namely,modern service is largely developed with information industry as a representative.The basic idea of information finance is to upgrade the traditional industry,consolidate the basic financial sources,develop service industry,seek the potential financial sources,and advocate new-rising industry and so on.Now there are two approaches： first to develop modern service with information technology as a driving force and second to enhance the ratio of local financial income by way of the opportunity from business tax into VAT as a pilot.
