从共同治理视角看中国现代大学制度建设

Study on the Chinese Modern University System Construction from the Perspective of Common Governance

建立现代大学制度是近来学术界讨论的热点话题之一。共同治理理论是在利益相关者理论基础上提出的,最先用于公司治理领域,后来发展到社会、资源、教育等相关领域。针对目前中国大学制度存在的弊端和大学实施共同治理的优势,实施政府主导的利益相关者参与的共同治理模式可以更好地构建符合中国国情的大学制度。共同治理模式包括公众参与机制、谈判决策机制、激励监督机制和市场反馈机制四个机制。

It is a hot issue for the higher education filed to establish a modern university system.The Common governance theory develops from the stakeholder theory,which is used in the field of corporate governance firstly,and then used in the society,resources,education and other related fields.In view of the shortcomings of present university system and the advantages of shared governance,we should implement the government leading corporate governance models that all the stakeholders participate in it,because it is in line with the national conditions and Chinese characteristics.There are four mechanisms in Common governance model： a mechanism for public participation,negotiation mechanism,incentive mechanism and market feedback mechanism.
