基于权利视角的失地农民社会保障制度探析

Exploration of Social Security System for Landless Peasants Based on the Perspective of Rights

针对我国失地农民权益丧失的现状,分析了当前失地农民社会保障存在的问题,包括失地农民获得的征地补偿款偏低,失地农民社会保障覆盖面窄、参保率低等,并从完善征地制度、设立失地农民社会保障基金等方面提出了基于权利视角的失地农民社会保障制度的有效途径。

In the light of right loss status of landless peasants in China,the current social security problems for landless peasants are analyzed in the paper,including low compensation received by landless peasants for land expropriation,narrow social security coverage and low insurance rate of landless peasants.The effective way of social security system for landless peasants based on the perspective of rights is proposed from the aspects of perfection of land expropriation system and establishment of social security fund for landless peasants.
