The Design of Higher Education Accountability System

高等教育问责系统可以设计成高校体内、体外两个问责子系统。高等学校内部问责子系统优化设计必须强化学术机构的作用,构建双向流通信息渠道,建立毕业生职业生涯发展信息反馈机制。高等学校体外问责循环子系统设计必须制定科学的评价标准,设立专业评估机构,建设利益相关者参与问责的渠道,切实推行高校去"行政化"。

Higher education accountability system can be divided into the two sub-systems that are inside and outside a university. The accountability sub-system inside a university should be optimized by strengthening its academic function, developing a two-way information channel and setting up a feedback system recording the graduates＇ career development. The sub-system outside a university should be designed on the basis of scientific criteria, a special assessing board and a channel that involves all the parties accountable for the interests so as to achieve the ＂de-administration＂ of universities.
