产业转移背景下欠发达地区工业园区发展策略

On the Development of Industrial Parks in Underdeveloped Areas under the Background of the Industry Transformation

工业园区是承接产业转移的重要平台和载体,产业转移对我国欠发达承接地区的经济发展发挥着重要作用。但欠发达地区在工业园区建设中存在投入大、产出小,园区建设定位不清晰,特色不鲜明以及园区产业集聚效应差、规模效益低等现实问题。对此,欠发达地区应围绕产业承接主题进行园区定位、规划,走特色化、差别化路线,打造产业承接、产业升级和产业集聚三位一体的新型工业园区。

Industrial park is the most important platform and carrier of the industry transformation which has played a major role in economic leapfrog development in underdeveloped areas. During the course of the construction of indus trial parks there appeared a series of practical problems in underdeveloped areas：large input, small output;unclear positioning in park construction ;characteristics deficiency;low agglomeration effect and low scale benefit. Therefore, underdeveloped areas should position and plan the industrial park on the basis of the transferred industry, taking dis tinctive and differentiated route to build new industrial parks featuring three-in-one of industry transformation, indus trial upgrading and industrial agglomeration.
