摘要
海外油气田开发项目风险日益凸现,该类项目的风险管理又是一个相当复杂的系统工程,引起了很多学者的重视。通过采用基于系统论的WSR方法,对海外油气田开发项目风险进行三层次分析,创造性地从人理、事理、物理三维度对海外油气田开发所面临的风险进行归类,建立了基于WSR方法的海外油气田开发项目风险管理方法,为解决我国现阶段海外油气田开发项目的风险问题提供新的思路,这对促进和加强海外油气田开发项目风险管理具有积极的现实意义。
The risk of overseas oil and gas field developing projects is increasing, and risk management of these projects is a comprehensive and complex system, which has aroused a lot of scholars＇ interests. Through WSR method based on the system theory, we analyze the risk of overseas oil and gas field development projects at three levels, classify the risks of overseas oil and gas development from the dimensions of human science, cybernetics and physical dimension and establish the risk management method of overseas oil and gas field development projects, hoping to provide new ideas for avoiding risks of overseas oil and gas field development projects in the current stage, and to positively promote and strengthen risk management of overseas oil and gas field development projects.
