摘要
1991年,治淮19项骨干工程开始动工。21世纪以来,治淮19项骨干工程发挥了巨大的防洪减灾效益。本文建立了汛期平均降雨量与成灾面积关系模型,对治淮19项骨干工程在2007年淮河大水中发挥的防洪减灾效益进行了评估,并对2005-2009年间的防洪减灾现值效益进行了评估。
In 1991, the Huaihe River 19 key projects commenced. From 21st century on, the 19 key projects has gained a large benefit of flood control. This paper establishes a model of the flood season average rainfall and the inundated area, then evaluates benefits gained in the 2007 Huaihe River Flood by 19 key projects, and presents value benefits gained in 2005-2009 is evaluated.
