试论开展对苏经济技术合作

中苏两国之间的经济技术合作历经沧桑。当前正在开展的经济技术合作,还是在“边境”的渠道上,处于民间的水平。中苏两国有着长7500多公里的内陆边境线。随着两国对外开放,1983年以来边境接壤地区之间的贸易(以下简称边贸)发展很快,而且由流通领域的换货,扩大到生产领域的(力所能及的)经济技术合作。1988年5月苏阿穆尔州执委会副主席西蒙涅茨率8人代表团来我省黑河市,与地区专员及省国际公司代表会晤。
