外商投资为我国经济发展、技术进步和产业结构升级做出了重要贡献,但也对我国的环境质量产生了巨大的负面影响。我国政府与外商投资企业在定位及目标追求上的差异,导致二者在政府管制与污染治理选择上存在难以消除的矛盾,二者在此问题上的博弈呈现出长期性、相互制约性和动态性的特点。我国政府应采取适当措施,实现外资引进与污染控制的"双赢"状态,促进外资引进和环境保护的协调发展。
