The community library is the primary means to obtain information for local people,which will have an essential influence on the cultural prosperity in Langfang.This essay mainly takes in the advanced experience on the development and management of community libraries from the developed countries in Europe and America,and also takes the practical situation in Langfang and the present policies on culture into account.it also suggests that the government should establish the characteristic libraries aiming at the old and the young,and turn them into the platforms of exchanging advanced information and spreading knowledge for the residents so as to promote the cultural booming and harmony.
