Voice over IP(VoIP) and Vorce over ATM(VoA) are hot research topics in the field of communication technologies.For the QoS of real time voice communication,one of the key problems affecting the communication quality is the long end to end time delay and jitter of information packet transmission.This paper gives a detailed analysis of the end to end delay and its effects in IP and ATM networks.A new CBR to VRB code stream conversion approach is proposed to reduce packet assembling delay and thus lower the information packet end to end time delay.
