大学法人化与大学治理结构变革——东京大学的经验和启示

College Corporatization and a System Reform in College:Experience and Inspiration of the University of Tokyo

建立现代大学制度是中国高等教育改革的历史选择。本文以东京大学为对象,分析日本大学法人化与大学治理结构变革,通过对东京大学内部人事制度、财务制度和组织结构等方面改革经验的梳理,阐述了必须适应时代发展趋势,以新的价值理念改革和完善大学内部治理结构,推进依法治校、坚持以人为本、实行民主管理等。

Establishing a modem college system is a historic choice for Chinese higher education. This essay studies the U- niversity of Tokyo, analyzes the college eorporatization and system reforms in Japanese colleges, and elaborates the experience in reforming inner personnel system, financial system and organization structure of the University of Tokyo. The author sets forth that we shall follow the trend of the time, and improve the inner administration structure of colleges with new values, such as adminis- trating the college according to the law, insisting on taking people as the foremost and strengthening democratic management.
