Technology intelligence personnel have an important role in the national innovation strategy. From the perspective of innovation, the article discusses the training system for them. In the system, professional competence, professional quality, cooperation and exchange form a solid triangle, in which, they are interdependent, promote and influence each other, and commonly serve the innovation kernel. The establishment and operation of the system is to better adapt to the needs of the national innovation strategy and to enhance the overall strength of the technology intelligence personnel.
