试论政府信息服务新模式:微博发布——基于“北京发布”和“上海发布”的网络调研

On the New Mode of Government Information Service: Microblog Release — A Network Survey Based on "Beijing Release" and "Shanghai Release"

微博发布是政府推进政务公开的一种新工具,也是政府服务公众的新手段。以"北京发布"和"上海发布"这两个极具代表性案例的网络调查数据为依据,对其基本情况、政务微博群整合状况和微博内容与功能等进行了总结和分析,进而讨论指出了政府微博发布信息服务模式的特征:发布信息权威、简单、实时;信息服务受众广泛;信息服务功能多样。

The microblog release is one kind of new tools to promote government affairs openness and also a new way for government to serve the public. Based on the web survey data of the two most representative cases, ＂Beijing Release＂ and ＂Shanghai Release＂, the paper gives a summary and an analysis about their basic situation, integration status of government microblog groups and the content and functionality of the microblogs. And then it discusses the features of the government microblog information service mode： information released is authoritative, simple and real-time; audiences of information services are wide; information service functions are varied.
