摘要
战略环境评价是对战略及其替代方案的环境影响进行系统、正式的评价过程 .在分析评价战略的类型和特点的基础上提出评价战略筛选的三个原则 ,即必要性、可行性和时效性原则 ;分析了五种具体的筛选方法 ;最后提出筛选工作程序 .
Strategic environmental assessment(SEA) means the assess-procedure of environmental impact caused by strategy's scheme and altrenative.Based on the analysis of assessed-strategy's types and characters,this paper proposes three principles on screening stragegies.They are necessity,feasibility,and timely-effectiveness principle.Then five practical approaches of screening are introduced.At last,the screening procedure is proposed.
