摘要
当前学前教育市场存在着典型的“信息不对称”问题。问题的产生主要是由于家长在评价学前教育质量时存在技术上的困难:学前教育信任品的特征导致家长很难获取托幼机构质量信息;同时,家长考察托幼机构教育质量的动机还会受到除质量以外其他因素的影响。要将学前教育市场“信息不对称”产生的消极影响最小化,政府需要积极介入,承担必要的职责,以合理的制度设计来解决相关的问题。
Currently there exists typical information asymmetry in the market for child care. The major causes are that parents have technical difficulty in assessing the quality of education; the credence good of child care makes it difficult for parents to obtain information about child care centers; and also parents' motivations to assess a child care center are affected by many other factors as well. To minimize the negative influence of information asymmetry, the government should play an active role, shoulder its responsibility and design proper systems to solve the problems.
