摘要
美国的PreK-3^rd改革聚焦从早期教育至小学三年级的教育衔接问题,旨在为3~8岁儿童提供高质量的教育,在增进教育公平,减少学生学业成绩差距的同时,促使早期教育的学习成效能够长期保持积极影响。当前,美国儿童的学业成绩差距出现更早,差距更大;学前教育不够系统;小学低年级存在早期教育成效消退现象。鉴于这一现状,PreK-3^rd改革强调要普及全目制早期教育,建设高素质师资队伍,建立相匹配的绩效责任体系,完善管理架构,以促进教育衔接。
American PreK-3rd reform focuses on the educational transition from early childhood education to the 3rd grade education. The purpose of the reform is to provide high quality education for 3-8 year old children and maintain positive influence early childhood education produces on learning. Currently, the gap of American children's learning achievements is wider and appears earlier. American early childhood education is not quite systematic and it can be observed that learning effectiveness subsides in lower grades. Thus, PreK-3rd reform focuses on the popularization of full time early childhood education, training high quality teachers, building up matching performance and responsibility system and perfecting managing structure so as to improve the transition from kindergartens to elementary schools.
