By comparing the programs of one-cascade development with a high dam and two-cascade developments with two low dams in Ahai reach of the middle reaches of Jinsha River, the final program is determined as two-cascade development of Ahai and Liyuan hydropower stations. The hydropower development ideas of implementing scientific development concept, innovating resettlement based on people-oriented, developing and utilizing hydropower resources rationally and paying equal attention to development and protection are fully reflected in the development program of hydropower resources in Ahai reach.
