西方公共行政的范式论题探讨

Discussion on Western Paradigm of Public Administration

近年来,学术界基于公共行政创新的视角,反思西方公共行政演进的过程,以新范式代替旧范式的逻辑形成创新的语境,并产生了多个范式论、范式论与非范式论的争辩场域。这些辩驳一般是以对库恩"范式"概念的理解及其作为方法的应用而展开的。范式论可以概括为线性范式论、层级范式论、单一范式论三个类别。在展开范式论及与非范式论的争辩中需厘清其各自的论域及局限;在重新厘定范式概念及其在公共行政的应用问题的基础上,在政治学途径上重构公共行政的学科范式论题。

In recent years, the academic community has proceeded from the perspective of innovation in public admin- istration, and reflected on the evolving process of the Western public administration, forming new context by substituting the old paradigm with a new one to create a debate field for multiple paradigm theories and non-paradigm theories. In general, these controversies are organized as understanding of Kuhn＇s concept of ＂paradigm＂ and application of its methodology. Paradigm Theory can be summarized as the theory of linear paradigm, hierarchical paradigm theory, and single paradigm. In conducting paradigm or non-paradigm debates, it is required to clearly define their boundary and limitations. On the ba- sis of redefining the concept of paradigm and its application in public administration, we can reconstruct the disciplinary paradigm themes for public administration along the path of political science.
