新《海洋环境保护法》已于 2 0 0 0年 4月 1日实施 ,文中通过对新法颁布的一些背景材料的介绍 ,着重分析了与原“海环法”内容上的变化及实施过程中各职能部门的相互关系和海事行政主管部门需加强管理的内容。
The “Law on Protecting Environment of Ocean,1999”will take effect on April 1st,2000.The article introduces some background of the law's promulgation,and emphatically analyzes the changes in contents,the relations between responsible departments,and the management that the Maritime Authorities should improve.
