差别化土地政策促进区域协调发展的机制与对策研究

Research on Mechanism about How Land Policy Differentiation Promotes Coordinated Regional Development

使用土地政策调控区域经济布局,既是西方发达经济体的成功经验,也是我国区域经济发展呈现新格局的一个重要因素。本文以土地兼具资源、资产和资本"三位一体"属性为基点,从土地要素供给、土地资产价格、土地金融三个方面构建了土地政策差别化调控区域协调发展的传导路径。研究表明差别化土地政策有利于提高土地资源的空间配置效率,增强区域发展活力,促进区域协调发展。当前,构建完善的差别化土地政策体系需要进一步完善土地政策调控工具,提高差别化土地政策传导机制的运行效率,加强土地政策与财政、金融等区域政策的配套协调等。

Regulating the regional economies distribution with land policy is an important factor of regional economic development new pattern in our country ; also it is a big experience we can learn from western developed country. Based on land＇s three attributes of resources, assets and capital, relayed on land supply, land asset prices, land financial, the pa- per constructs a land policy differentiation＇s transmission mechanism to promote the regional coordinate growth. Research shows that implement differentiation land policy can improve the space configuration efficiency of land resource, strengthen regional development vitality, and promote regional economic development. To perfect land police differentia- tion, we must further improve land policy control tools, monitoring and warning system, improve the efficiency of transmission mechanism, strengthen and fiscal, finance and other regional policy supporting coordination, etc.
