省域低碳经济综合评价指标体系构建研究——以四川省为例

Study on the Constructon of Low-carbon Economy Composite Evaluation in Sichuan Province

为科学评价省域低碳经济发展水平,构建了含有总体层、系统层、控制层和指标层等四层的综合评价指标体系,并应用改进的模糊层次分析法计算出其后三层的指标权重,再以四川省为例评价其低碳经济发展水平。评价结果显示其处在相对高碳发展阶段,最后给出了提高其低碳经济发展水平的政策建议。

In order to scientifically evaluate the development level of low- carbon economy in province areas, the article constructs a four - layer composite evalutation index system which contains an overall, system, control and index layer. The article also eaculates the index weight of the late three layers by using the Improved Fuzzy Analytic Hierarchy Process （ IF- AHP）. Taking Sichuan as a example of evaluating the development level of low - carbon economy, the paper gives the re- sult that Sichuan is relatively higher than other provinces. The paper lastly makes policy recommendatons for the elevation of development level of low - carbon economy in Sinchuan province.
