“不情愿的福利国家”与金融危机——美国福利模式解析被引量：4

摘要美国福利制度起源于19世纪,但福利责任主要在地方政府和民间。直到经济大萧条时期,美国才在凯恩斯主义的指导下建立起现代社会福利制度。20世纪50年代,美国进入"福利爆炸"时期,建立起了具有美国特色的福利国家制度。但是70年代后,受石油危机的影响,美国福利政策一直处于调整和收缩中。受保守主义思想的影响,美国福利制度具有明显的"不情愿"特征。与欧洲福利国家相比,美国的福利制度具有"选择性"和"社会性",社会性支出相对较低,因而有足够的灵活性应对金融危机。
