城市三防应急物资储备体系建设回顾与思考

Review of and Research on the Development of City Emergency Supply Reserves System

随着整个社会经济的发展,城市化进程的日益深化,防洪、防旱、防台工作较建国初期在防护内容、防护程度、抢险种类上都发生了较大的变化,为保一方安全,各级政府都在积极努力的提高自身抢险救灾能力,但因灾害影响程度、相关法规规定等内、外在因素条件影响,各城市间应急抢险能力参差不起。本次通过对现有应急抢险体制建设概况的分析及研究,初步总结了目前城市三防应急物资储备体系上的几点不足,对体系建设提出展望,希望能在城市三防应急物资储备体系建设过程中有促进作用。

With the development of society and economy,and the deepening of urbanization,greater changes have taken place in flood control,drought and typhoon prevention than ever in protection contents,degree of protection,typesof rescue,To protect ourselves,governments at all levels are active in improving their rescue and relief capacity.But due to some reasons,such as the impact of disasters,the relevant laws and other external factors,the rescue ability of cities is different.Through an analysis and study of the process of existing emergency rescue and system construction.The paper summarizes several shortcomings concerning the emergency supplies,and give some sugestions in order to promote the development of emergency supply reserve systems.
