面向决策的情报研究与服务探析

决策属性是情报的本质特征之一，情报研究与服务本身也属于决策支撑的范畴。本文对决策需求的变化进行了分析，强调了为决策提供支撑是情报研究与服务的本质特征，并在此基础上对面向决策的情报研究与服务的类型、作用与价值进行了探讨。文章还结合情报研究与服务的自身特点，提出面向决策需求的情报研究与服务应当包括需求产生、定义需求、报告生产和传递服务四个关键环节，并就如何做好这四个关键环节的工作进行了分析与讨论。文章认为，做好面向决策的情报研究与服务，要在系统挖掘、分析和定义决策需求的基础上，围绕决策需求组织情报报告的生产，并结合决策需求做好传递服务。

Decision as an attribute is one of the characteristics of intelligence. Intelligence studies and service is also an important part for supporting decision. Based on the changes of decision requirements and the characteristics of intelligence studies and service, providing support for decision is the essential of intelligence studies and service is emphasized. The types and roles of intelligence studies and service in the decision are discussed in the paper. Four key sectors of decision oriented intelligence studies and service are introduced as requirement production, requirement definition, report production and delivery and service. How to carry out those four sectors are also analyzed and discussed in the paper. The paper concluded that, it is necessary to mine, analyze and define the decision requirements, prepare the report production and the delivery and service based on those decision requirements, so as to better implement the decision oriented intelligence studies and service.
