财政支出结构对农村相对贫困的影响分析

The Analysis on Impact Effect of Financial Expenditure Structure to Rural Relative Poverty

随着社会的深入发展,中国农村相对贫困呈现出上升趋势。通过采用相对贫困指数测算法和GLS线性回归法对农村相对贫困进行分析,结果发现:近年来农村相对贫困持续走高;而农村相对贫困程度与经济发展水平的关联性不强;劳动力价格差异对农村相对贫困具有决定性作用;而财政支出结构偏向,特别是加大对农村低收入群体的基础教育支出和医疗卫生支出对缓解农村相对贫困具有重要意义。

The rural relative poverty has an upward trend in China with society deepening development. Through the rural relative poverty calculation and GLS regression method. The results show that： the rural relative poverty increased significantly in recent years; there is a weak correlation between the rural relative poverty level and areas economic development degree; labor price difference has a decisive role to the rural relative poverty; and the deviation of fiscal expenditure structure which especially within the basic education expenditures and medical care expenditures have been increased for the low - income groups in rural is also important to reduce the rural relative poverty.
