摘要
在对公共资源与体育公共资源进行释义的基础上,阐述了体育公共资源优化配置的法律价值取向和法律控制原则,并提出法律视域下体育公共资源优化配置的对策:完善政府特许经营制度;规范行政收费行为;推进体育公共财政体制改革;健全与完善公民参与体育公共资源优化配置的决策机制。
Based on the explanation of public resources and public sports resources,the paper represents the legal value orientation and controling principles of optimal allocation of public sports resources.The paper proposes the countermeasures for the optimal allocation of the public sports resources,such as prefecting the government licensed management system,standardizing the administrative charging,promoting the public sports financial system reform and improving the decision mechanism of the citizens participating in the optimal allocation of public sports resources
