城乡统筹背景下南宁市“三规”协调的内容与实践

城乡统筹发展是当前我国经济社会发展面临的一项重大战略决策和任务。国民经济和社会发展规划、城市(乡)总体规划及土地利用总体规划的"三规"对城乡建设和经济社会发展发挥了一定的作用,是实现城乡统筹发展的重要途径和保障。由于受到体制机制等因素的影响,"三规"在实践中仍存在相互脱节和难以有效衔接等现象。因此,研究立足当前经济社会发展和城乡建设的宏观背景,结合南宁市的实践,从"三规"各自的内涵、编制内容和重点、实施管理和体制机制等方面分析相互协调的思路和内容,确保"三规"协调,从而实现城乡统筹和经济社会协调、可持续发展。

Nationa~ economic and social development planning, urban rural master planning, and land use master planning have played important roles in social and urban development. In reality, ＂three plans＂ dismatch due to institutional barriers. The paper takes Nanning as an example, studies the connotation, content, emphasis, implementation, and mechanism of three plans, and ensures ＂three plans＂ coordination, to realize urban rural integration, economic coordination, and sustainable development.
