大都市边缘地区小城市发展的困惑——以启东市为例

Development Bottleneck of Small Cities in the Metropolis Periphery——A Case Study of Qidong

随着2011年底崇启大桥的建成通车,启东成为苏北地区与上海联系的第一站。通过解析启东市新一轮的城市总体规划纲要(2011-2030)的主要内容,分析了启东市为了"融入上海"的目标而在城市总体规划方面的调整。从而研究整体区域交通环境和区域发展政策等外部发展要素的改变对小城市发展目标和重点的深远影响,以及现阶段外部要素迅速变化的情况下,经济欠发达地区小城市面临的发展困惑。

Since Chong Qi Bridge opened to traffic the end of 2011, Qidong City has been the first stop from Shanghai to the north region of Su Zhou Province. The essay introduces main issues in the new Outline of Qidong City Master Plan （2011-2030） and Qidong City’s near-future development goals. Then it analyses the city Master Plan level’s adjustments for Qidong City’s new goal—being part of Shanghai. The research focus on understanding the long-term impacts on small city’s development goal and core, due to the fast changing regional transportation situation and regional development policy guide. And the confused situation small cities in underdeveloped region are facing due to these fast changing external key elements.
