天津市科技型中小企业科技人员现状调查方案设计与研究

Design of a Survey of Scientists and Engineers of Small and Medium-Sized S&T Enterprises in Tianjin

目前,国内外对科技型中小企业的研究主要在人力资源领域,研究的问题主要是激励、薪酬、人员流动,研究范围都处在组织内部,缺少对科技型中小企业科技人员的社会化调查。设计以天津市科技型中小企业科技人员为调查对象,以对产业政策的认知程度、激励机制、人员流动、权益保障、工作诉求与建议等为调研内容,以采用问卷调查法、深度访谈法的调查研究方案,遵循科学的调研程序,更加关注科技型中小企业科技人员的工作生活现状,更有利于全面认识科技型中小企业科技人员,可以弥补已有研究的不足,可为政府相关部门制定科技型中小企业中长期发展战略提供准确而客观的依据。

Current domestic and abroad studies on the human resource situation of S＆T enterprises mainly focus on the incentives, remu- neration and personnel transfer inside an organization, rather than socialized surveys of these technical personnel. Taking scientists and engineers of small and medium-sized S＆T enterprises in Tianjin as the survey target, the authors investigated items involving the under- standing of industrial policies, incentive system, personnel transfer, rights protection, and working demand and suggestion. The survey was carried out by means of questionnaires and intensive interviews in accordance with a scientific research procedure. It pays more attention to the work and life situation of those technical personnel, which helps obtain the hill picture, makes up for the previous studies, and offers exact and objective evidence for the relative governmental departments to formulate long-term development strategies for small and medi- um-sized S＆T enterprises.
