省域耕地易地补充经济补偿的理论框架与价值量化探讨

Discussion on the Theoretical Framework and Valuing the Balance Between the Occupation and Reclamation of Cultivated Land Within Provincial Jurisdiction

研究目的:探讨省域耕地易地补充经济补偿的理论框架和价值量化,为这一行为的推进奠定理论基础。研究方法:借鉴了相关理论成果,采取剥离法获得耕地易地补充的价值组成,并运用模型法和评估法进行量化。研究结果:在构建理论框架基础上,测算出江苏省耕地易地补充价值补偿量应达到830901元/hm2.年,通过检验,其结果符合当前的客观实际。研究结论:本文构建了耕地易地补充经济补偿的框架,理顺了耕地易地补充价值补偿的相关关系,为今后耕地易地补充经济补偿的理论建设奠定了基础。研究借鉴了前人的成果对这一行为的补偿价值进行了测算,测算结果经验证符合目前的客观实际。在测算的基础上,论文还从规划编制、操作平台构建、补偿系数、公众参与等方面提出了相应的对策,增强了可操作性和实用性。

The purpose of this study is to discuss the theoretical foundation for the transaction of rights and duties on farmland occupation and reclamation,and value the compensations.The methods used include value dissection,modeling,and quantitative evaluation.Based on theoretical frame,we calculate that the compensation value of Jiangsu province is up to 830901 yuan per hectare each year.Through test,we believe that the result corresponds to the current objective reality.The paper concludes that a theoretical framework has been developed,and the compensation relation between different actors has been well discussed.Therefore,the paper lays a foundation for the theoretical construction in future research.The research further calculated the compensation value.In order to strengthen the operability and practicability,the paper puts forward corresponding countermeasures,such as planning formulation, operation platform,compensation coefficient,and public participation.
