地方对全国性有关事务的参与,是地方政府通过法定或非法定方式实现自身利益的重要途径,是政治民主化的具体表现。民主的地方参与机制,对于建构科学、合理的纵向府际关系,具有重要意义。改革开放以来,中国地方对全国性有关事务的参与有所发展,制度化参与渠道增多,减轻了地方与中央非常态对立的危险,但中国地方对全国性有关事务的法定参与和非正式参与,仍显不够。按照健全民主制度、丰富民主形式的要求,应进一步加强地方对全国性有关事务的参与,建立中央与地方协商机制。
